This technical assistance webinar will outline the structure of the JCOIN Phase 2 network and describe the requirements of the associated RFAs – the Clinical Research Hubs (RFA-DA-25-025); the Innovation Hubs (RFA-DA-25-062), the Economic Research Resource Center (ERRC; RFA-DA-25-061), and the Community Engaged Research Resource Center (CERRC; RFA-DA-25-026). The presentation will be followed by a Q&A session.

Q&A Session:

Q: Please clarify what counts as a community/site in the U01 3 site requirement.
A: Our goal is to make sure what is proposed can be generalized to more than a single set of partners and circumstances. If you have a legal system that serves several counties or cities engaging with different community partners in each county or city, that would count. Every situation is unique, so please contact me, and we will discuss it in more detail in your specific situation.

Q: The RFA states that applications that do not include one or more senior level Collaborators from both justice and community based and behavioral Health providers as relevant to the study design. Do these need to be MPIs or can they be Co-Investigators or consultants? Do they need a certain amount of dedicated time?
A: You need to list them as key personnel, because biosketches are only included if they're listed as key personnel. But the designation (MPI, Co-I, consultant) and the amount of dedicated time is not specified in the RFA.

Q: Self stigma among individuals with OUD is a priority. Is public stigma?
A: Yes, those were sample questions and some priority areas. The list of priority areas is not exhaustive. If you have any question about whether a topic fits under the RFAs, please contact the person listed in the RFA.

Q: The RFAs are clear about the need to include diverse populations, but what are you doing to encourage a more diverse pool of investigators?
A: A Plan for Enhancing Diverse Perspectives is required and that is a great place to highlight the diversity of experiences on your research team.

Q: Can someone serve as an MPI on multiple applications.
A: Yes

Q: Are data sharing and management plans required?
A: Yes, this is an NIH requirement for most research mechanisms now. And this is funded through HEAL, so you will be required to deposit your data in a HEAL compliant repository.

Q: The U01 has to include implementation, but does it have to include effectiveness?
A. Implementation trials that do not include individual level effectiveness outcomes are acceptable. The trials have to be at least hybrid type 1 implementation effectiveness trials, but they can certainly be type 2 or type 3 trials.

Q: Are crisis interventions and emergency response interventions that didn't involve police responsive?
A: Yes, if intervention was designed to provide services to avoid police involvement. Crisis intervention is considered to be the 0 of the intercept model. However, keep in mind that you need to have a letter of support from some part of the legal system. That is what makes JCOIN unique - the partnership between the criminal legal system and behavioral Health care providers in the community.
